The aim of the policy is to separate the western region due to its comparitive advantage in relation to othe regions in the country. The purpose of the seperation is to promote growth which will benefit the other regions through backward integration, while also benefiting the western region. The overall objective is to create a competitive system of environmentally sustainable and well-linked cities
